Illinois has a city called Chicago which is captive within a county called Cook. This is the same Cook County where, in 1960, John Kennedy eked out a small win in his run for the US presidency. Then, as today, Cook County is a Democratic stronghold. Even the dead have been known to vote directly from the grave for a Democrat not of their choice.
The county's chief executive, John Stroger, had a stroke and has not been seen publicly or heard from in over three months. No one appears to have solid proof or to know for certain whether he is in any condition to run for re-election in November. His stroke occurred just days before the primary. Miraculously Stroger won even though he was known to be in critical condition and not heard from.
The question of Stroger's ability to govern is of some importance. The country has an annual budget of $3 billion and has over 5 million people. Political allies insist the 77-year-old powerful Democratic president of the Cook County Board is recovering.
Stroger is a major political figure in Chicago's black community. He was felled by a stroke just one week before the March 21 primary. Doctors report Stroger could be left permanently impaired. However, they have not provided medical updates since the days just after the stroke... just before the primary election.
Chicago Alderman William Beavers, a long-time compatriot of Stroger, said that, "We can do whatever we want." He continued, saying, we are in charge now. It is not clear that he meant Americans, Chicagoans, or blacks are in charge now, but someone apparently not too well is in charge.
Cook County appears to be operating like a banana republic. The biggest difference is that it is not in South America. Nor is it one of those African so-called states where 99% of the people starve and 1% live potentate lives. Instead Cook County is in the sad state of Illinois -- a part of the old United States.
